why is ti a RAR fle it needs to be an ips or smc

It's because of WinRAR, a very commonly used file compression program. It compresses the file to make it easier to both upload and download (into .RAR). All you have to do is google WinRAR, get it (it's very useful) and "Extract Here" to get the ROM out of the .RAR.

There's also the matter that any time I uploaded a .SMC on ZShare, it got deleted. XD Not so with .RAR archives.

You must be from SMWCentral =P But anyway, before I can attempt to fix any of your three concerns, I must know what you mean by a "cutoff title screen," what part of the palette offends you, and why floating munchers (in the title level of all things), while physically impossible, makes it unplayable, because most ROM hacks seem to play fine with far more floaters than I put. XD
