Here is the town of Wilton, NH conducting a hand count election. They have teams of four, so they have two counters and two observers. Great system of checks and balances.
This is how a vote should be, people droping a paper ballot in a box and then people volunteer to count, they must be registered at that poll, and 1 person opens the ballot another one announces the vote and 3 and 4 mark the vote on the talley sheet,counting the votes under supervision of whoever feels like watching because a vote is a public event.
