This is not an accidental fire. This fire is coming from the "flare stack" that all oil refineries have. It is an emergency back up procedure used when something goes wrong in a unit, say power outtage or a malfuncting valve, boiler, reactor, and the such. When something happens in a unit, the operators divert all the extremely flammable liquid to the flare to get it out of the unit as fast as possible before the unit itself blows. So yes, this is a refinery fire, but not a refinery on fire.
