sounds to me, this sounds Showa Kayoukyoku from the 70s. or NEO GS styled of pop from the 90s.

I have had this damn fine tune rattling about in my head for ages - could I remember what it was? No. Until now. Pizzicato Five. Utterly Barking, but genius simultaneously. How the hell does that happen?
