is shown testifying at a 2009 public hearing that addressed two bills pertaining to the city's horse-drawn carriage industry. Ms. Garcia supports Intro. 658-A, which calls for a full ban on the industry; this bill is supported by the ASPCA, Humane Society of the United States, Friends of Animals, and countless other animal advocacy organizations as well as the 23,000-member Bar Association of the City of New York. She also testified against an industry bill (Intro. 653-A), which would reward this cash-only industry and further erode accountability and oversight. The Bar Association has said that the industry bill will only make things worse for the horses. Ms. Garcia spoke of the increase of more than 100% in the number of drivers since 1982, despite a shrinking number of medallions (68). She questioned the industry rationale for adding drivers, while it is demanding a raise. Many New Yorkers want to "see this industry go away," she testified; one poll put the percentage at 73%. An eco-friendly alternative industry is proposed, she testified, reiterating that the industry has has a good run and now it is time for it to go.
