First of all I don't believe it was an inside job. But if you're question is 'why would it be allowed to happen?' There is a legitimate answer. The Bush presidency was reeling. The economy was tanking and on a downward spiral and Clueless George was overwhelmed. Again I don't believe he knew,but it did take the focus away from his failures and two wars gave him a single focus so he could pretty much ignore all other presidential issues.

He DID have knowledge of it... The war was dying slowly, so something had to be done to re-open the war.

It's the same that happened with Osama. They've always known where he was... But the war was dying - again, Denmark and the UK and big parts of USA pulled out their forces and BAM! They found him and killed him to provoke IRAQ to answer back to the killing of Osama..
