This ramp was reqired because the during the planning for the Trans Canada the Base Commander of the day wanted noise barriers put up along the PMQ patch - the original route of the TCH was along the route of Hwy 7 and then straight into the base. The Province balked at putting up the sound barrier so the route was changed.

I agree it's ridiculously overdesigned. One time I actually counted the number of those chevron-signs...I think it was something like 56.
