They dont need IC's, these have changers built into them and they cost like $15 for a pack of 200 on ebay :)

@moradi28 i think that's a bi-polar 7-color LED from radioshack. there's a tiny IC in the LED that goes through that automatically. -Joe

take a rainbow led, plug it to around 3,5 V and enjoy ^^
