I'm pretty sure this is Dido's interpretation of the story of the character for whom I assume she is named. Dido is the tragic queen in the Aeneid, who, escaping persecution after the death of her husband, founds a new city, but falls in love with the traveller Aeneas, and the work on the city falls into idleness.
