  • Using patent filings as a measure of technological innovation for a region is not entirely correct. What about open-source technologies? The spread of open source technology has most definitely increased technological innovation in different sectors and regions of the world economy. Patent filings and patents accepted should be taken into account in addition to the ease of patent filing process - the actual filing of patents is cumbersome in some countries hence some do not bother.
