Looks like it's a playground in some asian community. However, based on the equipment they're using, and assuming that the children think that's fun, I'd say that they're dead in the middle of china. So the answer is no, it's probably not fun, they were probably chosen to look like they're haveing fun, and then they were probably put back into the cages that the government made for little children. That's all.

Yes it's in China. But they weren't posing for us, so I think they are enjoying themselves in their own way as children. If, based on your adult perspectives, you always criticise children for their childlike ways, you'll lose much of the simple joys of life, including the joy of playing with your children (I pity them really).
