The city I live in won't do anything right either I tried for years to get them to properly repair a storm drainage problem. Now they don't return phone calls and sent me a nice letter that said I was a finite individual and go buy flood insurance. Just rain today watched my neighbor's garbage can float by. Not late on my tax's even once in 29 years and thats the thanks you get.:(

this i can see being dumb. my friend is a drainage worker for my city here. he said the guys who did that work you taped should have dug a trench to the culvert and found alternate area to place culvert or is applicable raise the road into property evenly and place culvert under it. i agree. what is purpose to dig 12 feet and just plop in a hole a culvert that has no flow or use.
