first, though...it's very sad that your baby has mites or something wrong with his skin. scratching like that is not normal for a bird. i hope you got to the vet asap!!
but then, did you see the bird scratching with his leg OVER his wing??? i have a bird that puts her leg over her wing, and this is the only other time i have ever seen a bird put his leg over his wing.
