Dude a decent gaming PC will always be able to pull out more frames then the consoles. The consoles are limited by their hardware so if a game pulls out 30fps on average it will always pull out an average of 30fps, whereas a gaming pc can be upgraded to produce even more fps, thus smoother gameplay. The guy that uploaded this video obviously does not have top of the line hardware which is why it's not "smooth" as you describe. But a good gaming pc will run this as smooth as butter.

the problem in this game that you must have the DX11 in order to use the high resolution texture it's bad but even on DX10 it's aowsome.
