The only way I've ever been able to explain this song is by examining the feeling it generates as opposed to the lyrics. And I've always felt like it painted a nihilistic dreamscape of the world we live in; the musical equivalent of that odd and languid and melancholy feeling that arises when confronted with how plastic and meaningless life appears to be,

As to the meaning of the song, Chris Cornell has stated many times that it has none in particular. He wrote it in like 10 or 15 minutes as a surreal piece, just adding words and sentences that were aesthetically pleasing together without forethought. Hence one could very much interpret it any number of ways, as is the case with most if not all surreal works of art.
