Yes it does. You obviously havent seen a missile fail before in broad daylight.
Well, for one, the russians saved pics from the first time this missile model failed. For two, Nasa even has test footage from the early 60s of rockets failing like this.

They did an unauthorized missile test that failed (ie: A VERY FAST TUBE FILLED WITH ROCKET FUEL) and lost control over a neutral country. I dont know about you, but if I was in a position of power in a country and this happened, I would freaking lie to if I thought I could get away with it.

It looks to me like a phosphorecense, caused by gases becoming electrically charged and going plasmatic, much like a neon light, but likely with a different gas...
