Bias noise.
That is probably due to the low quality of the recording unit. even when new these weren't exactly hifi! if this uses a small piece of permanent magnet for erasure (as opposed to the superior AC driven erase head) then definitely so - the tape is being erased unevenly.
You hear that oomm sound if you use a bulk demagnetiser for tapes and move them too quickly.

Maybe it's the auto-level control going real sensitive between records. I have a Panasonic recorder that likes putting a fast similar noise, a OOMP like sound.

Sounds like radio frequency noise. Do you live by an FM radio tower? I have 5 of them within eye shot and 2 out of 3 amps or radio's are useless to me because of the RF interference.

I have several stations in the area, PBS broadcasts about 5 miles give or take from here and one other station can be heard about 70 miles from here in my old hometown where most nothing else can be heard.
The bright side is everything else I have seems to work fine

This is sort of off subject here but I wanted to mention it anyhow. I had a tv with rotary tuners and the picture and sound from PBS (ch.9) was nearly watchable without an antenna of any sort attached. Dad sent the tv to the salvation army (grrrr)
