guy at :39 sec is funny. thinks hes all good and keeps moving but hasnt hit a thing. then he hits the one plate and it knocks another one off. wow.

That Texas Star is made by MGM Targets, Caldwell Idaho. Invented by Terry Ashton from, you guessed it, TX.
-
armed citizen the way most are set up there is a spring loaded lever with two prongs that hold the plate on when u shoot it the lever pens and the plate falls off

Actually, although the word "intentionally" is misleading, that is correct.
This can be a very challenging target if the angular momentum (rate of spin) is high. The trick is to take the top (descending) plates first, to shift the weight, and minimize spin.
Slower targets are easier to hit; still targets are REAL easy to hit.
Anything you can do to keep the target from spinning fast will improve your performance.
Take the highest (falling/overbalanced) plate first -- always!

there is an order it has to be done in to intentionally make it harder

The Texas Star is a bastard...
-
How are the plates held on to the rotating stand?
-
Great shooting, great video... except for the obnoxious noise (an attempt at music, perhaps?) in the background! It was completely unnecessary and only succeeded in making me shut off my speakers.

GOOD...
The way this star is designed most times the top plate will not fall if shot in the upper most position.
