You can open the developer console by using the ` key (left of the 1 key).

If it doesn't come up, then you need to enable it in keyboard options.

SV_cheats 1 (enables cheats)
z_spawn zombie (spawns zombie)
z_spawn witch
z_spawn tank
z_spawn hunter
noclip (Flying)

u can do this on xbox, but u have limited number of binds on ur controller and there is no developer console so u take the files from xbox thru usb or transfercable and edit the files in computer
