Yes, by far. I enjoy the PP&M version, too, but Ian & Sylvia OWN this tune.
Those of us lucky enough to have heard them sing in a small venue (like D.C.'s old Cellar Door in the 60s/70s) still get goose bumps remembering the raw, ungodly power or Ian's voice, especially in the lower register.
My buddy owned the Cellar Door so I had a front table every performance for many years. One of my finest memories, as grow older.

I bought this record in 1974. A few years ago I played it and a CD case fell on it and scratched this track which was really annoying. It still plays but there's a loud click towards the end so I am glad this has been posted up here so I can continue to enjoy this great version. I have often wondered where that photo was taken- in some baronial mansion somewhere- with that great window with the stained glass!
To my knowledge, this was the first cover of the song, recorded in early 1965. That was the year I first heard it, broadcast on WAVA-FM out of Alexandria, Virginia. The little chromatic phrase in the lead guitar going into the last phrase of the verse has always given me goosebumps, and I've incorporated that into my accompaniment of the song as well.
@piehole23 - I agree wholeheartedly, piehole23. I've always considered this as clearly *owned* by Ian & Sylvia. Absolutely perfect harmony, and the tempo and mood of their delivery brings just the right feeling to the lyrics. (Has anyone heard the Grateful Dead version of this here on YouTube? I love a lot of what GD does, but EMR done by the Dead is the antithesis of how I&S did it, unfortunately. I heard a few bars, and shut it down.)
This is so much the best cover of Lightfoot's classic, better by far, I think that Gord's own version which didn't make a lot of sense to me. He belts it out with a lot of volume, quite unlike what you'd expect from a guy lying in the grass badly hungover. I especially love the short, beautiful upright bass led instrumental section that begins around 2:10. Thanks OneoftheJohnson!
To show how, as some have put it, I&S "own" this tune, their chord arrangements were what was used for Elvis' 1971 recording.
