The Government can tax those products in which It will recieve a cut. So what is legal and illegal? an illegal product is one in which the government does not recieve a benifit.

Nothing at all, why can't cocaine be regulated, and people have their I.D's checked instead of dealers selling the drugs without asking for I.D.
