Pretty sure it's MuddyGB.
It's a rom that lets you use the D-pad to cycle through scales, and bend with A. You can set the key and the type of scale and the shape of the pulse.
Or, we're both wrong and he's using Ikinari Musician.

@Beck436 not familiar with that. if hes using lsdj though, he doing very little/nothing for live production. i know pixelh8 has a program for making chip music in real time, but it looks like the 8-bit in this show just plays by itself, meaning its probably a tracker of some sort.

@DrElectricPineapple its called chip music or chiptune. using a program called LSDJ you can make music on a game boy. its a huge underground movement
