Yes, this bill was passed. I know people that have been involved in drawing up the operational plans for the UK (yes, preparations have been made in most NATO countries now). Hopefully they won't need to use these measures but I've been told it depends on how well the containment works, whether any of the pathogen escapes (spores or something).
