@Nza420 AKA a "swamp cooler". You filled the lower 1/3 with water; the front had a grille but was otherwise open to the air. When the car was moving, the air flowing through the unit evaporated the water and took some heat from the passenger compartment, via the principle of evaporative cooling. No moving parts, unbreakable, not very effective, but free. Southern genius.
