Your question is stupid. Not all laws are created because they will have some sort of positive effect on the state. Some laws are created because the people ask for them by voting, because they think such laws are backed by reasons of equity. You seem to be promoting a sort of agenda, through inference, that an invasion is occurring and that Mexicans are to blame. You know this will end in race tensions.
