Only partially. Arm action and build also have a lot to do with it. Tim Lincecum is just a freak. A guy his size shouldn't be able to throw that hard but he's very explosive and has the genes to do it. Some people just have it.

@ironrushscorp I'm sure that mechanics has like 70% to do with speed but I think its more getting from point A to point B if you look you can see that Tim Lincecum Moves pretty fast to the plate

Actually they did the math and although Nolan Ryan broke it a long time ago at 100, the measurements for calculating the speed were different (they used to measure the speed 50-55ft off the mound instead of out of the pitchers hand today). After doing the math nowadays you'll find he actually would've thrown it 108 mph using todays radar guns.
