There's an unrelated clip in the second half. The soundtrack is from an appearance by Harold Graham on TV's TO TELL THE TRUTH. The film appears to be Graham on board a LARC amphibious vehicle, which also carries a Scorpion self-propelled gun. The vehicle enters the water. This is certainly the Fort Bragg demonstration of 12 October 1961, where Graham ended his flight by saluting President John F. Kennedy, and JFK returned the salute. The clip does not include Graham's flight, though.
