I own a dvd boxset containing the very first 22 episodes of C.O.P.S. This episode is among the set. Apparently Shout Factory, the company behind the boxset have failed miserably to advertise the set as actively as it should. That's why so many people like you are unaware of this. What Shout Factory have done prompt me to create a petition to help SF release all 66 episodes of the whole series on DVD.
