This is one of the most original Hooghuys organs in existence, I believe, and yes it is a great-sounding instrument.
This is a "dance organ" not a fair or band organ. It is more softly voiced and has different organ voices than its similar brethren. Hooghuys also made fairground organs, however.
Other famous dance organ makers include Mortier, Decap, and Bursens.

I saw it in a private collection, don't really know too much about the history, but it's been there for quite some time.
