This is an effect made in the unreal Development kit using cascade, produced for the game Forty stories. The scene pieces are from the game. the goal of this effect was to create a 3 stage effect for the in game cinematic. The effect has three parts, the energy rising out of the ground, It then being pulled into the machine and then bursting outward in is a circular blast wave. 40 Stories was geared toward mobile platforms where we faced strict particle limits and texture sizes.
