Well, I haven't been to NYC yet but I can definitely understand why people are ignoring him, he's not trying to start a conversation, he's waving a camera in their faces going "hello hello" like he's just trying to get attention, not actually talk to them.
If he were to approach someone in a realistic way and without a camera I'm sure he'd get a better reaction from most people. I live in a very small town and people talk here too, but if someone was being retarded in a large crowd I'd ignore.
