and about the culture thing. People will always be dull, as they are. The only difference is the social/cultural framework they are in (which is set by the elite) i.e. wether they get encouraged or not. Certain societies encourage "lazyness". If you look in todays classrooms you have these 70% you mentioned that have nothing to aspire to. I myself had to deal with this problem. Its one of the problems with the wealthy "democracies" today.

you should always vote, even if you dont have a party to vote for. In that case just make the ballot paper invalid. Over here in Germany that is taken notice of (well , at least by some people). A higher proportion of invalid votes obviously means something. Im just saying you shouldnt take the "i-dont-care-anymore" attitude.
