Some type of oversight over the Riverdale Municipality government which would give the average working citizen the remote possibility of justice when the mighty court will hear the people speak instead of going with preconceived guilty verdict ignoring defendant argument and the judge allowing prosecutor to remain silent as the judge himself prosecutes case. The ability to defend oneself without retribution from the city as I am ridiculed by city personnel when asking for copy officers notes written on ticket. In short I cannot get justice in a case I believe is straight forward, the law 40-6-181 clearly states the 25 mph speed limit must be accompanied by posted sign or notification of such section 1 paragraph 5. Along my drive there is clearly no such sign and was ticketed some 300 feet before my first opportunity to reach a school zone sign as illustrated in the attached map. Ticket was written at 2:55 pm however that includes the time it took for me to drive 1366 ft down the road to where officer was clocking speed; be signaled to pull over; speak with officer; give my license and find insurance card in car and finally have him go back to vehicle and write ticket. The high school lets out at 3:05 pm and the middle where I was pulled over by dismisses at 3:45pm so there were no children on the road to alert one to not drive the regular posted speed limit. Solution --My opinion is that a school zone sign at the intersection of Roundtree and Roberts Dr would accomplish this requirement of posted sign to enforce 25 mph school zone speed limit with. In addition the city of Riverdale has not complied with my open records request in a timely fashion as dictated by O.C.G.A 50-18-72(h) of 3 days with my request being made on 4-30-10 and today being 5-10-10 it has definitely been over 3 days I say this only to illustrate that the average citizen does not stand a chance of receiving justice with me facing jail time for if unable to pay a fine for a speeding offense which is unjustified by the letter of the law and Ga Code because the entity of the municipality of Riverdale citizens face is too big and powerful to defend against.
