She is saying, "gomen nasai wa?" that means, "where is my apology?"
it's like when your child is supposed to say thank you to someone and you say to your child, "now what do you say~?". It's meant to teach the child proper manners.

@mariren25 personally, question particles that I'd directly translated as asking a question are, wa, ka, no. ka na, is not a question but it does have a nuance that may imply doubt. If i were teaching someone Japanese, i wouldn't ever translate kana as a question. tatoeba , yuko: a-ra, john janai? shin: eh, john kanaaa, where shin is unsure yes or no. i asked a friend and she said more likely: "ii kana" version, so as you translated it. welp, i stand corrected xD! Thanks :)
