That happens for a few reasons. If you notice near the end of the clip it's because the "block" is actually a strike to the hand, and the stick of the opponent is going to pass through the centerline anyway. Initially, done as a block this is part of Pasok Sa Lob - or breaking in. The Tala Bartikal becomes a hinge and the center of the stick a fulcrum, as a zero pressure moment is created the stick deflects through and returns as a back hand.
