There is a difference between surplus/deficit and debt !

The surplus referred to a single fiscal year.

When Clinton left office the country was 6.5 Trillion in debt.

Bush added 4 Trillion in 8 years

Obama added 5 Trillion in 3 years

That is where we get the current debt of 15.5 trillion. The nation did NOT have a surplus under Clinton.
