Budget = revenues - spending. Under Bush the revenues did go up slighty (despite tax cuts) but the spending ballooned. Under Obama - due to the recession mind you -- revenues have fallen off the map and spending is about on par with Bush (less the stimulus). It's the revenue side that has been aggrevated by about $600B, yet nobody will touch the revenue side. The happy medium should be about $2.8-9T for revenue/spending, right now it's $2.2T in revs and $3.7T in spending.
