No, they might potentially cause a ruckus in the back (IE shoving, pushing). Its not a true crime but an example must be made in the form of handcuffing guy and placing him on the patrol car while the sale goes on for an hour. We just had 8 police cars in City of Industry and boy were we happy that the cops came. Not stupid...reasonable...set an example....the early bird gets the worm, you snooze you lose, meritocracy....Order...

However, it does cause great humuliation for him and does do what it exactly, get him out of line. Yes, the cops can't bring him to jail but they do have power to intervene to settle the affair (what if it becomes violent).
