I kinda wonder if they can press charges and convict these people,, it doesnt actualy show them doing stuff, so an easy defense would be well they where just talking. I mean you can kinda see the guy leaned back.

Personally, I think being caught on camera and publicly exposed has a greater impact than being arrested. But, yes, many of the people I catch are charged and convicted.

I've found most Johns do not fear the police nearly as much as they fear being publicly exposed. If the police catch them it is just a fine and an inconvenience, if I catch you its so much more. They know the risk.
