Police arrested a 39-year-old Scotts Valley (831 area code) man Friday for impersonating a police officer after a three month long investigation, officers reported.
Akira Kelcasy Kelly bought a retired California police car on the Internet and replaced police equipment inside, police said. A radar detector, siren, PA system, police lights and a scanner were put back in the car. Kelly was arrested and booked into County Jail on charges of impersonating a police officer, exhibiting a fraudul....
