    I understand what youre saying here, but you have to try and put yourself in their shoes. For Many ppl they were around during the 72 flood and would have never thought this one could be as bad, or in our case worse. Their homes are theirs w/ many memories behind them and their prize posessions. I felt the same way as you at first and asked that same question, until this was explained to me and I totally get it.
