Yes, you say that Rap-A-Tap could have described Chic James excellent snare work in his career. In fact, being a drummer (& other things) myself, I think he was superb, especially on their rockier tunes - (my faves) - and was at his best with RJM, the NC6 spin off rockin blues band (see RJM videos) under "dickeyboyz".
