sort of...it's the roof of one building but it's the ground level of another.

every video I've seen of the shocker video it moves around. the normal one never does.

It all depends on the skater(s)/tricks/surface it's on. I highly doubt the manufacturing process or materials are different for this rail then the black one, and the paint would in no way make a difference. Note that it doesn't move on all the tricks, mostly on the ones i did.
