thats good speed. all his movements are controlled. this is an explosive exercise, and must be performed in short explosive bursts, not slow controlled movements.
Nice video. explosive movements are best for sports (duh, obviously). That's not an olympic barbell set.

I would do it slower so the muscle is always under tension and not using momentum!!!

Using the momentum of the weights just defeat the purpose. It also increases the chances of a back jury.
