The solution would be to worki with the goverment to have them change the way they kill the dogs from the streets and promote better ways to adopt a dog (aka have trainers work with the dog pounds and rehabilitate dogs, only kill those who after a month are still overly aggresive. At the same time, work with shelters so they take ANY animal someone drops off, to avoid ppl puting them on the street on the first place. THAT is a solution. NOTHING else.

I think this whole thing is a human problem, first we cant actually help every dog out there, there are just too many and most of them cannot be rehabilitated, so called "protectors" would have the public believe that any dog from the street can be picked up and had at home with no risks which is simply not true.
