Ronald Reagan opposed tax loopholes for the wealthy that "sometimes made it possible for millionaires to pay nothing, while a bus driver was paying 10 percent of his salary." As he put it, "that's crazy." Today, Democrats have a plan for tax fairness called The Buffett Rule. Under the legislation, millionaires will pay their fair share.
