this seems way to complicated... i'd rather spend 100m to fuel my pos for a month then do this complicated shit

If you have an alt don't waste your time trying to max your PI skills. I have mine at level 3 but i use an alt. This way i get to nail 6 planets and use 1 planet for pure manufacturing. Of course if you wanted to make surplus to sell, you could max the skills.

What is the budget that I should have to do this and what P.I. skills did you have and what are the levels in this video?

I believe I had ComCen Upgrades 4 and Remote Sensing 3. Consolidation you'll need just enough to support the number of planets you wish to use, of course. The budget for the structures themselves is fairly cheap; the Launchpad is the most expensive at 900k while Extractors start at 45k each. See the Planetary Buildings page of our wiki for all the costs and just add them up!

My apologies for the delay in completing Part 2. Much of my free time is being spent on preparing the actual Planetary Interaction 101 class for EVE University members (to which this video guide is a supplement). But I'll try to get it completed soon! In the meantime, this first part should give you a good head start on finding a system and establishing your initial colonies.
