perhaps you could answer this question. If a game goes to a tie score when the time is up....why have a shootout? why not just a tie game? with as many games that are tied at the end of offical play, just stop then. seems to me you should just have a shootout in the start of play then you wouldn't waste all the time watching people run up and down the field playing kick ball.

actually, the chance to block a PK in soccer is actually less than 1% believe it or not.
