never tie any budget (like military) to a percentage of GDP. Just look at the price tags and ask --- is it worth x trillion for these blackhawk planes?? Do we really need it?? Its like a family leasing a BMW and cant afford it. Family may rationalize it buy looking at their combined gross incomes but fail to glance at their current credit card debt or mortge and taxes.
