This has to be done in one Playthrough! There are more than 75 Stickers in total. I am showing you 76 so don't panic if you miss one. There are additional Stickers in areas that require further story progress. I ignored them and picked the easiest ones. You should just get the key for the maintenance rooms. You can ignore the cases if you want. Simply press 'Continue Playing' after time has expired.

Royal Flush Plaza = 9
Slot Ranch Casino = 8
Food Court = 8
Yucatan Casino = 7
Palisades Mall = 9
Atlantica Casino = 5
Uranus Zone = 9
Fortune City Hotel = 2
South Plaza = 1
Fortune City Arena = 0
Americana Casino = 5
Platinum Strip = 6
Fortune Park = 4
Silver Strip = 2+1

Is there any of the stickers that demand some story progression or can you just start taking photos from the start of the game?

All you need is the key to the maintenance rooms which will be unlocked after finishing the first mission. There are no other areas that require any story progress.
